GET A QUOTATION

Earndeck Shipping carries out pre-purchase ship inspections in Sri Lanka for buyers, financiers and charterers. Our experienced marine surveyors and engineers inspect the hull, machinery, equipment, certificates and class records, and report the vessel's observed condition and identified defects with photographs before you commit.

What Is a Pre-Purchase Ship Inspection?

A pre-purchase inspection, also called a pre-purchase survey, is an independent technical inspection of a ship made on behalf of a buyer, usually before the purchase is finalised. The surveyor inspects the hull, structure, machinery, equipment and accommodation, reviews the ship's certificates, class records and maintenance history, and reports the vessel's observed condition and identified defects, together with potential repair requirements and, where separately agreed and practicable, indicative repair costs. The report helps the buyer decide whether to proceed, renegotiate the price or withdraw.

Why Choose Earndeck Shipping for Pre-Purchase Inspections?

  • ✔Surveyors who are former masters and engineers and assess vessels from an operational perspective.
  • ✔Coverage of hull, machinery and documents by one team.
  • ✔We are independent of the seller and report only to the party that instructs us.
  • ✔Clear reports with photographs, written so that buyers, banks and lawyers can use them.
  • ✔Experience in ISM, ISPS and MLC compliance and the review of ship records.

  6. 6
    Report

Issue a report with the findings, photographs and recommendations, and a preliminary report on request.

Who Needs a Pre-Purchase Inspection?

Buyers of second-hand ships, ship owners and operators expanding their fleet, banks and financiers considering a ship as security, ship brokers advising buyers, and charterers who want to check the condition of a ship before fixing her.

Where We Carry Out Pre-Purchase Inspections

  • ⚓Colombo
  • ⚓Galle
  • ⚓Trincomalee
  • ⚓Hambantota

Why Inspect Before You Buy

A second-hand ship is usually sold as she lies, and the price depends on her condition. Defects identified after delivery may result in significant costs for the buyer, subject to the sale contract and applicable law. These may include steel renewal, machinery overhauls, class conditions and delays. An independent inspection before the contract is final gives the buyer the information needed to negotiate the price, to plan repairs or to walk away, at a cost that may be modest compared with the value of the vessel and potential repair expenditure.

About Earndeck Shipping Pvt Ltd

Earndeck Shipping Pvt Ltd is a marine surveying and consultancy company based in Maharagama, Sri Lanka, with surveyors who are former masters and engineers. Alongside pre-purchase inspections we carry out hull and machinery, cargo, container, bunker, draught, and on-hire and off-hire surveys, and ISM, ISPS and MLC audits.

What Does a Pre-Purchase Surveyor Do?

The surveyor acts for the buyer, or for the bank financing the purchase. Before the visit the surveyor reviews the ship's documents and class records, so the inspection can concentrate on the areas of concern. On board, the surveyor inspects the ship, talks to the master and crew, checks the records and takes photographs. Afterwards the surveyor writes a report that sets out what was found.

Our surveyors in Sri Lanka are former masters and engineers, so they assess the vessel from an operational perspective, looking at how it has been maintained, not just at how it looks on the day.

What the Inspection Covers

  • ✔Hull and structure: plating, frames, coatings, corrosion and previous repairs, in the areas that can be reached and seen.
  • ✔Cargo holds, tanks and deck: condition, coating, hatch covers, pipework and deck machinery.
  • ✔Main and auxiliary machinery: general condition, running records, maintenance history and, where possible, observation of machinery in operation.
  • ✔Electrical and navigation equipment, and communication and safety systems.
  • ✔Safety, lifesaving and fire-fighting equipment and its certificates.
  • ✔Accommodation and the general state of housekeeping on board.
  • ✔Class and statutory certificates, survey status and any outstanding class conditions or memoranda.
  • ✔Maintenance and planned maintenance records, defect lists and oil analysis reports where available.
  • ✔Records of previous damage, repairs, port state control inspections and detentions.
  • ✔The ISM, ISPS and MLC documentation and the quality of the ship's safety management.

The Underwater Hull

Much of a ship's condition cannot be seen while she is afloat. If the sale contract allows, the underwater hull is inspected either in dry dock or by divers while she floats. We can coordinate and attend these inspections, and review thickness measurement and class survey reports to see how much steel renewal may be needed.

Types of Inspection We Carry Out

  • ✔Pre-purchase condition survey for buyers of second-hand ships.
  • ✔Review of class records, certificates and maintenance history before an inspection, for buyers who want an early view.
  • ✔Delivery survey: checking the ship's condition when it is handed over, against what was agreed.
  • ✔Technical due diligence for banks and financiers considering a ship as security.
  • ✔Vessel vetting for charterers: reviewing a ship's condition, certificates, records and management against the charterer's requirements before fixing. We do not carry out OCIMF SIRE inspections.

What an Inspection Cannot Do

A pre-purchase survey is a visual and documentary inspection of what can be reached and seen on the day. It is not a guarantee that the ship is free of defects, and it does not replace the classification society's surveys. It is not a valuation, unless this is agreed, and it is not legal advice on the sale contract. The decision to buy remains with the buyer.

Getting the Most From the Inspection

  • ✔Agree access with the sellers early, including the time on board and access to tanks, holds and machinery spaces.
  • ✔Ask for the class records, certificates, maintenance records and recent inspection reports in advance.
  • ✔Check the inspection and dry-docking or diver inspection clauses in the sale contract before the date is fixed.
  • ✔Send us the sale terms and the questions that matter most to you, so they can be answered in the report.

What You Receive

  • ✔A written report with the vessel's particulars, the date and place, and who attended.
  • ✔The condition of each area inspected, with remarks on defects and their seriousness.
  • ✔A list of recommended repairs and, where it is practical to estimate, their approximate scale.
  • ✔Photographs of the ship and of defects.
  • ✔A review of the class status and key records, and notes on missing or inconsistent documents.
  • ✔A preliminary report on request, if you need to decide quickly.

Frequently Asked Questions

What is a pre-purchase ship inspection?

It is an independent technical inspection of a ship for a buyer, usually before the purchase is finalised. It covers the hull, machinery, equipment, certificates and class records, and reports on the ship's condition and defects.

Do I need a pre-purchase inspection?

It is strongly advised for any second-hand ship. The inspection tells you what you are buying, supports your negotiation on price and helps you plan repairs. Banks financing a purchase often require one.

What is the difference between a pre-purchase inspection and a class survey?

A class survey is carried out by the classification society to check the ship against its rules. A pre-purchase inspection is carried out for the buyer and assesses the vessel's observed condition and suitability for the buyer's intended purpose. It also reviews the class records.

Can you inspect the underwater hull?

We can coordinate and attend a dry-dock or diver inspection where the sale contract allows it, and review the thickness measurement and class reports. Check the sale terms before the date is fixed.

What is vessel vetting?

Vetting is a charterer's review of a ship's condition, certificates, records and management before chartering her. We can review these against the charterer's requirements. We do not carry out OCIMF SIRE inspections.

Do you value the ship?

A pre-purchase survey is not a valuation unless this is agreed in advance. It gives the buyer the technical information needed to form a view of the price.

How long does an inspection take?

It depends on the size and type of the ship, the access given and the scope. We confirm the time needed once you send the ship details and the sale terms.

What should I send you before the inspection?

The ship's particulars, the sale terms or memorandum of agreement, the class records and certificates, recent survey and port state control reports, and the questions that matter most to you.

How much does a pre-purchase inspection cost?

The fee depends on the size and type of ship, the scope, the location and the time needed. Send us the details and we will provide a quotation.
